Pac-Man was programmed by Mike Winans, who also programmed Lock 'n Chase before leaving Mattel for Atari.

When Atari stopped distributing the cartridge, the rights were purchased by INTV, who continued to manufacture the game.

Pac-Man was one of only three Atarisoft releases, along with Centipede and Defender.
